After a rocky stadium with game glitches and an angry fanbase, the game turned out to be a very good experience. City planning is perhaps the best feature, as it offers large buildings and familiar landmarks to jump into. However, a lackluster, repetitive story is combined with weak combat to make the final half of the game somewhat challenging. The new co-op mode allows players to cluster together on a few select missions with the unfortunate lack of free roaming.
